Norman Hall Brooks, Jr. is of counsel in the firm’s Wilmington, Delaware office. Mr. Brooks practices primarily in the areas of healthcare law, construction litigation, and employment law. His practice is allocated between serving as national coordinating counsel and local trial counsel in complex litigations. He has argued before the Supreme Court of the State of Delaware, and is certified as a Medical Law Consultant. He is a frequent speaker and panelist on current topics at seminars sponsored by the National Business Institute and the Delaware Claims Association, and has served as an adjunct faculty member at Wesley College on the subject of Tort and Insurance Law.

Mr. Brooks received his law degree from the Delaware Law School of Widener University in 1987, where he was inducted into the Moot Court Honor Society. Prior to joining the firm, Norm worked as in-house counsel at the Nationwide Insurance Enterprise where he confronted an array of issues arising out of first and third-party actions, coverage disputes, and bad faith litigation.

Norm has over 20 years experience in the armed forces. During the period 1975 through 1979, he served an active duty tour in the U.S. Marine Corps. Following his honorable discharge, he transferred to the Air Force Reserve, where he was commissioned and designated a Judge Advocate. He then graduated from the Medical Law Consultant program at Malcolm Grow Medical Center, Andrews Air Force Base, and was certified as a Medical Law Consultant. He is currently a reservist serving in the rank of Lt. Col. as the Staff Judge Advocate, HQ DE ANG.
