James is a native of Delaware.  He earned his bachelors degree in English from The University of Delaware and his juris doctorate from The Catholic University of America.  James is veteran of the Delaware Army National Guard, where he worked as a photojournalist/public affairs specialist.  James worked as a teacher and a life insurance agent before going to law school.  He served as the judicial law clerk for Resident judge William L. Witham at The Superior Court of Delaware (Kent County) for one year before joining Marks O'Neill.
