Ted joined Marks, O'Neill after more than 8 years of service as a member of the non-partisan legal staff of Delaware's General Assembly. As a legislative attorney, Ted advised Delaware's legislators on issues of constitutional and administrative law and policy and drafted legislation considered by the General Assembly. Most notably, Ted served as General Counsel to the Joint Sunset Committee, one of only three functioning joint committees of the General Assembly. In that role, he assisted in the termination, establishment, and/or revision to the authority of numerous agencies, boards and commissions of the State of Delaware including: the Unemployment Insurance Appeals Board, the Criminal Justice Council, the Department of Technology and Information, the Health Resources Board, and Home Health Agencies and Home Caregivers in the State, among others. In addition to his legislative work, Ted's practice included commercial and construction litigation and government relations.
